Report on the meeting of the WPA Standing Committee on Nominations which was held in Madrid, Spain on 28 March 2014

The WPA Nominations Committee met in Madrid, Spain on 28 March 2014.

Pedro RUIZ, Michelle RIBA, José CALDAS, Fred KIGOZI, Rodolfo FAHRER were present. Livia VAVRUSOVA was excused.

The Committee reviewed the documents about the Nominations Process: the Requirements for the Positions in the Executive Committee and for the Position of Zone Representative (Enclosure 1) and the guidelines for Nominees and Candidates (Enclosure 2). All these documents had been sent out to WPA Member Societies from WPA Secretariat.

The Committee examined the nominations received from Member Societies for the positions open for election and documentation received from the nominees.

The Committee compiled a list of the nominees for whom at least one valid nomination had been received, and who can therefore be considered as candidates (Enclosure 3). Members of the WPA Nominations Committee declared that they do not have conflict of interests with nominees.

The list of the nominations which were recommended by WPA Nominations Committee is attached as Enclosure 4.

The Committee notices that (1) no valid nomination had been received for the positions of Zone Representative for Zone 9 (Central Europe) and (2) only one nomination was received for Zones 1 & 2 instead of two as per WPA By-Laws (“In the Zones with only one WPA Member Society, the societies will propose two candidates so as to allow the WPA General Assembly to elect one of them”). Therefore it was decided to re-open the term for nominations for those positions, with a deadline of May 13, 2014.

The session was adjourned at 17:30.

Enclosure 1

REQUIREMENTS FOR THE POSITIONS IN THE EXECUTIVE COMMITTEE

AND

FOR THE POSITION OF ZONE REPRESENTATIVE

 

For all positions in the Executive Committee:

 

  • Be a psychiatrist (i.e., a licensed medical doctor who has further specialized in the field of psychiatry)
  • Required fluency in English and desirable fluency in other WPA languages
  • Professional and academic standing and achievements as described in the C.V.
  • History of participation in WPA activities
  • Recognized leadership skills and personal integrity
  • Stated readiness to devote at least 30 days per year to WPA activities
  • Managerial skills and committee work experience
  • Recognized work and experience at the international level
  • Not having conflicts with the ethical codes and purposes of WPA
  • Absence of legal, political, or economic conflicts of interest between the individual's personal and professional affiliations and WPA. In instances of possible conflict of interest, the Nomination Committee will explore the situation and submit its recommendations to the General Assembly
  • Additional desirable assets
    • Adequate support from home institutions for space, staff, phone, and e-mail
    • Fluency in languages in addition to English
    • Residence in an underrepresented part of the world

 

 

For the position of President-Elect:

 

  • Managerial skills as evidenced by previous experience as chairman of a department, president of a society or other leadership position (preferably international)
  • Excellent professional and scientific reputation across the borders of the country in which the candidate resides
  • Demonstrated concern and involvement in a broad range of WPA activities
  • Diplomatic skills
  • Additional desirable assets:
    • Availability of an office supporting the President

 

 

For the position of Secretary General:

 

  • Organizational skills
  • Skills necessary for effective communication at the international level and with large organizations
  • Diplomatic skills
  • Disponibility to devote at least 15 hours a week to WPA work
  • Additional desirable assets:
    • Experience with quantitative and qualitative research
    • Strong logistic support at home institution 

 

 

For the position of Secretary for Finances:

 

  • Familiarity and experience with financial matters, from fundraising to accounting 
  • High quantitative skills 
  • Experience with managerial responsibilities 

 

 

For the position of Secretary for Scientific Meetings:

 

  • Experience organizing professional conferences and meetings
  • Readiness for frequent duty travel
  • Outstanding negotiation skills
  • Familiarity with donor organizations and their working procedures 

 

 

For the position of Zone Representative:

 

  • Be a psychiatrist (i.e., a licensed medical doctor who has further specialized in the field of psychiatry)
  • Fluency in English
  • Psychiatric professional standing and track record based on C.V.
  • History of participation in WPA activities
  • Excellent reputation in the countries of the corresponding Zone
  • Work experience at the international level
  • Knowledge of most countries in the Zone, particularly regarding health care and psychiatry
  • Readiness to collaborate with all Member Societies in the Zone
  • Absence of serious constraints to function throughout the Zone and corresponding Member Societies
  • Not having conflicts with the ethical codes and purposes of WPA
  • Additional desirable assets:
    • A supporting office structure
    • Knowledge of the major languages of the Zone

 


 

Enclosure 2

WPA GUIDELINES FOR NOMINEES AND CANDIDATES


1. A prospective nominee shall not commence any election promotional activity before the Chair of the Nominations Committee formally calls for nominations (nine months before the corresponding General Assembly).

2. A nominee or candidate shall not offer a benefit to another person as an inducement or reward to affect his/her candidacy or get a third person to do so.

3. A nominee or candidate shall not solicit or accept a benefit from another person as an inducement or reward to affect his/her candidacy.

4. A nominee or candidate must not publish any false or misleading statement of facts for the purpose of promoting his/her candidacy or get a third person to do so.

5. A nominee or candidate must obtain prior written consent from a person or organization before using that person or organization indication of support. Oral consent is not sufficient.

6. A nominee or candidate who is a WPA officer shall not use logistic resources assigned for official functions by WPA to promote his/her candidacy.

7. A nominee or candidate must not use false or misleading statements about a particular candidate for the purpose of promoting or prejudicing the election of the candidate or get a third person to do so.

8. A nominee or candidate shall not use duress against a person to induce him/her to vote for him/her or get a third person to do so.

9. A nominee or candidate shall not use duress on the Secretariat during the accreditation of member societies or seek special dispensation for a third person to attend the General Assembly as observer.

10. During the General Assembly no electoral propaganda from any candidate or other sources shall be allowed.

11. Keeping up in mind the above considerations, a nominee or candidate is entitled to develop his/her electoral campaign free from interference or dissuading pressures from WPA committees and officers, and Member Societies have the right to have adequate access to candidates’ perspectives and proposals.
